Manual of Procedures
A Brief History
The Manual of Procedure came about as the result of a resolution passed at the 1920 RI convention which reads as follows:
Whereas, The value of our Annual Convention could be greatly
increased by publishing thereafter the findings of the Convention
suitably classified and combined with the results of prior Rotary
Conventions, and
Whereas, There is not now any compilation of resolutions passed
by International Conventions, and the Book of "Convention Proceedings"
does not take the place of such compilation in that its covers one
Convention only, and
Whereas, Club Executives and Directors spend endless time
discussing things already passed on by one or more Rotary Conventions,
and sometimes render conclusions at variance with the aforesaid
Convention decisions; now, therefore
It Is Resolved, By the International Association of Rotary Clubs
assembled in its Eleventh Annual Convention that as a supplement
to the "Convention Proceedings" (but to be a part of it), the International
Secretary be instructed to issue after the Annual Convention a Manual
for Rotary Club Executives which should contain, properly indexed and
cross indexed, the Constitution of the International Association with
amendments to date, Standard Club Constitution and Model By-Laws,
"The Rotary Code of Ethics," and all rules, regulations, resolutions and
suggestions as passed or approved by the Association in annual
conventions, or by the International Board of Directors or International
Council or Committees if approved by the Board, brought up to date
by giving in detail the latest action on each subject mentioned
(irrespective of the date of such action) and also to contain such
other items as the Board may from time to time direct.
The first Manual of Procedure was issued after the 1920 Convention. For some time, it was published annually or after significant policy changes were implemented. Currently, it is published every three years (after each Council on Legislation) and is defined as "a compilation of statements of policies and procedures adopted by conventions, the council on legislation, the RI Board of Directors and the Trustees of The Rotary Foundation. It also includes the current text of the RI Constitution and Bylaws, the standard Rotary club constitution, the club bylaws recommended by the RI Board, and the Bylaws and portions of the Articles of Incorporation of The Rotary Foundation."
Changes to the Manual of Procedure are based on the following:
- Enactments adopted by a Council on Legislation which amend the RI constitutional documents (RI Constitution, RI Bylaws and Standard Rotary Club Constitution.)
- Resolutions adopted by a Council and approved by the Board which recommend actions but do not change or conflict with the constitutional documents.
- RI Board and Foundation Trustee decisions which significantly change or add to established policies and procedures.
- Procedural / logistical practices followed by staff to facilitate the implementation of Board and Trustee decisions.
